Job Summary:
Chief Program Officer (CPO) is a key executive responsible for overseeing and driving strategic planning, development, implementation, and evaluation of all programs. The CPO plays a pivotal role in shaping the organization’s mission and impact, ensuring that programs align with strategic objectives and deliver measurable results. As the organization’s lead of programming, the CPO also works with the operations leader to ensure strong, financial and programmatic performance of their teams.
ON-RAMP is a workforce development training organization supported by CenterState CEO as part of a statewide initiative to train Central New York residents in advanced manufacturing, construction and adjacent industries.

Essential Job Duties and Responsibilities: (Additional duties may be assigned)
Strategy:
- As a member of the executive corporate team the CPO operates with an elevated level of independence, initiative, and professional expertise and is a key driver of the organization’s vision, strategy, mission, and initiatives.
- Develop and execute a comprehensive program strategy that aligns with the organization’s mission and goals, fostering innovation and growth.
- Interfaces between the organization’s staff and Executive Leadership Team on all strategic planning, programs, budget, and internal staffing issues.
- Ensure program resource allocation and long-range planning and sustainability of program operations.
Leadership:
- The CPO is responsible for the development, implementation and evaluation of the organization’s programs, ensuring they align with the strategic goals and objectives, as set by the Board and CEO.
- Lead the program team, including hiring, training, and performance management, to ensure a high-performing team that meets organizational standards and program goals.
- Establish and maintain relationships with key stakeholders, including funders, community partners, educational partners training partners, industry partners and government agencies, to secure program support and alignment.
- Develop and manage the program budget, ensuring resources are allocated efficiently and effectively to meet program objectives and financial targets.
- Ensure compliance with all legal, regulatory, and ethical standards applicable to the organization’s programs, including data protection and confidentiality.
- Facilitate cross-departmental collaboration to integrate program objectives with broader organizational goals and objectives, enhancing overall impact.
- Lead the development and implementation of program evaluation frameworks to assess the effectiveness and impact of program activities, making data-driven decisions for continuous improvement.
- Spearhead innovative program development initiatives, exploring new methodologies, technologies, or partnerships to enhance program delivery and outcomes.
- Upholds the organization’s mission, vision, and values of collaboration, integrity, inclusion, agility, and accountability and ensures they are embodied and pursued throughout the entirety of the organization.
- Contributes to advancing the organization’s strategic principles of business competitiveness, community prosperity, equity, sustainability, continuous improvement, customer service, talent excellence, and brand awareness.
- Supports communication with the Board of Directors when necessary, regarding strategic team plans and updates. Supports the Chief Executive Officer, Board of Directors and other strategic meetings.
- Assure the organization and its mission, programs, products and services are consistently presented in strong, positive, image.
- Build a culture of excellence.
Operations:
- Responsible for the effective operations of the Programs team.
- Provide oversight of all program areas and cost centers associated with the team, including development of budgets, P/L review, grant administration and reporting.
Administration:
- Supports the management and coordination of human resources and financial/fiscal operations of the Program team.
- Provides guidance and service to affiliate organizations.
- Supports in addressing employee challenges/conflicts – interpersonal and otherwise.
- Responsible for overseeing programmatic risk management and compliance.
- Supports the processing and administering work of grant life cycle; reviewing applications ensuring funds are used appropriately.
- Leads the organization’s programmatic budget process.
- Supports programmatic grant administration, compliance and reporting.
- Supports the development/maintenance of long-term financial forecast for the organization.
- In collaboration with the Chief Executive Officer, develops and maintains strategic business plans, proformas, and programmatic strategies for all the organization’s programs.
- Establishes and oversees the implementation of short- and medium-term departmental goals related to programmatic operations.
