DISTINGUISHING FEATURES OF THE CLASS
The NBD Planner participates in variety of functions aimed at defining and advancing the broad community vision for community investments made by the Department of Neighborhood and Business Development for city neighborhoods in accordance with the mission, vision, values, and guiding principles of the City of Syracuse. Assignments and responsibilities include supporting research, design, development, and implementation of programs and investments funded by the Department, conducting day-to-day operations in support of key department neighborhood housing programs and policies, and facilitating sustained community engagement and communication with neighborhood stakeholders and constituents. The position reports to the Director of Housing and Neighborhood Planning.
TYPICAL DUTIES, SKILLS & RESPONSIBILITIES
Inform the creation of program and investment strategies aiming at advancing development and housing priorities:
- Perform research, analysis, and outreach to inform investment and program strategies that promote neighborhood vitality, expand economic opportunity and increase access to safe, stable affordable housing
- Provide analytical and technical support to mission-driven interdepartmental and interagency initiatives
- Clean, analyze, and interpret data from disparate data sets
- Collect and analyze site-specific information for potential development projects to inform funding decisions
- Prepare property development recommendations with acute attention to detail and development potential
- Use a variety of data sources to develop block-level analysis based on specific property conditions, social and economic challenges, and desired outcomes.
- Work with staff and partners to produce maps and tables communicating development challenges and opportunities
Facilitate day to day operations and enforcement for key housing, neighborhood stability, and distressed property reduction programs operated by the Department as assigned:
- Provide ongoing staff support to facilitate critical operations and enforcement processes and programs managed by the NBD. Examples of areas NBD planners currently provide day-to-day support on include rental property repair investment programs, project environmental review compliance, foreclosure prevention outreach, disposition of tax delinquent property, vacant property improvement repairs and compliance, and community housing and code enforcement ambassador coordination
- Maintain database information and provide monthly reporting on progress outcomes
- Prepare monthly progress reports and mapping to track progress and identify areas in need of further attention
Conduct community outreach and engagement to inform strategic planning, communicate updates regarding proposed or planned investments, and solicit resident feedback to improve implementation:
- Support the implementation of the City’s Resurgent Neighborhoods Initiative by acting as a liaison between City staff, residents, and other stakeholders, and work to ensure departmental planning priorities align with interests and needs of those constituents
- Manage projects involving communication & coordination with multiple stakeholders
- Collaborate with assigned community ambassador to advance ongoing development objectives
- Attend neighborhood meetings and events for assigned planning area
- Respond to day-to-day inquiries and requests for information from stakeholders as needed
- Interact courteously and diplomatically with the general public
- Communicate clearly and concisely, orally, graphically, and in writing to a variety of stakeholders
MINIMUM QUALIFICATIONS
- Bachelor’s degree in a relevant field OR equivalent years of related experience.
- Strong written and verbal communication skills required, along with the ability to work efficiently in a fast-paced environment, both independently and as part of a team.
- Familiarity with Microsoft Office Suite required; demonstrated proficiency in ArcGIS, MS Excel, and MS Access preferred. Familiarity with statistical software such as R or Stata a plus.
- Candidate must be a resident of the City of Syracuse or be willing to relocate. Candidate also must be able to transport self around the city via car, bicycle, bus or walking to community meetings as needed.
- Candidates should be familiar with the city’s neighborhoods and be excited to work with diverse populations that may be different from their own.
Job Type: Full-time
Pay: $50,000.00 - $53,000.00 per year
