Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:
Minimum qualifications:
Real Estate Specialist Trainee 1: A bachelor’s or higher-level degree.
Real Estate Specialist Trainee 2: A bachelor’s or higher-level degree AND either 1. One year of professional real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, OR writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations; OR
2. A New York State General Real Estate Appraisal License; OR
3. A New York State Land Surveyor Licensure.
Real Estate Specialist 1: A bachelor’s or higher-level degree AND either 1. One year of professional real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property; AND one year of professional experience appraising real property real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, OR writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations; OR
2. One year of professional real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property; AND A New York State General Real Estate Appraiser License; OR
3. One year of professional real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property; AND A New York State Land Surveyor Licensure; OR
4. One year of professional experience appraising real property real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, OR writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations; AND A Certified Commercial Investment Member designation; OR
5. One year of professional experience appraising real property real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, OR writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations AND A New York State Residential Real Estate Appraisal License; OR
6. A Certified Commercial Investment Member designation; AND a New York State General Real Estate Appraisal License; OR
7. A Certified Commercial Investment Member designation; AND a New York State Land Surveyor Licensure; OR
8. A New York State Residential Real Estate Appraisal License; AND a New York State General Real Estate Appraisal License; OR
9. A New York State Residential Real Estate Appraisal License; AND a New York State Land Surveyor Licensure.
Candidates may also be appointed via the following:
Reassignment - Currently in the title and an employee of DEC
Or
Reinstatement - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
Or
Transfer - One year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law.
Or
55-b/55-c Appointment - Must meet the minimum qualifications above and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.
Duties Description Assist in the process of hiring consultant appraisal and title services; prepare regional reviews of consultant appraisal(s); prepare appraisals of small projects; collect, review and reconcile real estate market data; assist in the preparation of proposed regional land acquisition projects; perform real estate title research in matters related to land acquisition or defense of real property claims; work with Office of Attorney General and/or the Office of the State Comptroller on matters related to land acquisition; respond to inquiries from public and works with landowners impacted by acquisition and settlement; assist and perform real property inspection reports on matters relation to land acquisition projects and Article 49 conservation easement acquisitions or compliance inspections; negotiation with seller or their representatives on matters of proposed land acquisition(s); coordinates, reviews, and approval all Vendor Responsibility documents; assist in the maintenance of regional land records; prepare mapping and coordinate data digitization and analysis using the Department's Geographic Information System and/or other databases; assist in the disposal of surplus property; attend real estate appraisal classes which may require extended overnight travel. Assist real property staff in land surveys and other field work as requested.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Must be able to lift and move objects up to 30 pounds.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
