Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:
Promotional:
One year of permanent competitive or non-competitive (including 55-b/55-c) service in a position allocated to Grade 8 or higher; AND
Either 1. One year of experience in the field of occupational safety and health, industrial safety, industrial hygiene, fire safety and prevention,* construction safety, or building design relating to fire codes;
Or 2. 30 semester college credits in occupational safety and health, industrial safety, industrial hygiene, fire safety and prevention, construction safety, or building design relating to fire codes;
Or 3. successful completion of NYS Firefighter 1 certification.
*Experience related to firefighting (paid and volunteer) is NOT qualifying.
Open Competitive:
Either 1. four years of experience in the field of occupational safety and health, industrial safety, industrial hygiene, construction safety, fire safety and prevention,* or building design relating to fire codes;
Or 2. 30 semester college credits in occupational safety and health, industrial safety, industrial hygiene, construction safety, fire safety and prevention, or building design relating to fire codes AND three years of experience as described above. You must include with your application a list of qualifying courses, showing the name of each course, number of credits, the date(s) of course completion and the college or university where the education was received.
*Experience related to firefighting (paid and volunteer) is NOT qualifying.
Candidates who are appointed to positions in the NYS Department of Transportation will be required to successfully complete six code courses as required by the NYS Department of State. Probationers who do not complete this coursework will be terminated for failure to successfully complete probation.
At the time of interview, you may be required to have a valid license to operate a motor vehicle in New York State or otherwise demonstrate your ability to meet the transportation needs of the job.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Duties Description Working under the direction of the Regional Safety and Health Representative 2, duties include but are not limited to those listed below:
• Inspect Regional buildings and structures and ensure that the Region is in compliance with NYS Uniform Fire Prevention and Building code.
• Conduct safety inspections of all regional facilities, prepare reports of findings and recommend corrective action.
• In coordination with Resident Engineers and Group Directors have an active role in routinely scheduled tailgate and safety meetings, and the Region's Fall and Spring Safety meetings.
• Provide CPR/First Aid, facilitate mandated training related to employee safety and health to ensure timely compliance.
• Administration of OSHA hearing and respiratory protection programs.
• Investigate highway, vehicle, and equipment crashes.
• Collect, compile, and analyze crash data; prepare verbal and written reports.
• Have a thorough working knowledge of work zone traffic control, Regional Safety policies, rules, and procedures.
• Coordinate safety recognition awards.
• Incumbent must obtain within one year and maintain a New York State Code Enforcement Officer's certificate.
• Have working knowledge of Microsoft software applications: Word: Power Point: Excel and Safety programs used for tracking, maintaining crash/injury data, training, and other data.
This position will include travel throughout the Region and within the State. Specific requirements, if any, will be discussed at the time of interview. At the time of appointment, and continuously thereafter, candidates must be able to demonstrate their ability to meet the travel requirements of the position either by possession of a valid license to operate a motor vehicle in New York State or access to reliable transportation. Use of Personal Vehicle may be required for work related purposes. Reimbursement will be provided in accordance with NYS OSC requirements.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
