Job Description: The Educational Opportunity Program (EOP) is a multifaceted program with the primary mission of supporting historically underrepresented students in their educational pathway, including admission to EOP, transition to college, academic success, retention, and degree completion. The primary responsibility of the Director, EOP is the administration of the Educational Opportunity Program (EOP), ensuring compliance with the guidelines and policies of the NY State Department of Education, NY State Office of Opportunity Programs, and OCC. The Director collaborates with academic departments, student engagement and enrollment offices. The Director demonstrates a commitment to ensuring that economically and educationally disadvantaged students receive the services needed to accomplish their academic and career goals. MAJOR RESPONSIBILITIES - Develop and implement all structured components of the EOP success model within the parameters of the program's legislation and policy guidelines.
- Responsible for the program's fiscal management including monitoring expenditures, reconciling budgets, completing the annual financial plans, determining student financial aid awards, and developing the budget plan for the year.
- Provide leadership, manage overall planning, and supervise all staff, activities and program development for EOP, including a summer program and orientation program for students and parents. These activities also include, but are not limited to, program design, tutoring, counseling, mentoring, academic advising, and career/transfer advising.
- Monitor student progress, track student success and document the collective student achievement of EOP in accordance with campus wide metrics: retention, time to degree, and graduation rate.
- Coordinate with the Recruitment and Admissions Office in recruiting and identifying potential EOP students, and coordinate with the Financial Aid Office and Student Accounts on financial eligibility, financial aid and related issues for EOP students.
- Review prospective EOP students' applications and documentation for EOP admission and determine which applicants are to be accepted within the established parameters including the number of students OCC has contracted to serve.
- Coordinate with EOP counselors and faculty appropriate advisement and counseling activities for EOP students. Ensure Retention Alert Instructor Reports are obtained and provided to the assigned EOP counselors for follow-up. Work closely with counselors/staff ensuring thorough and accurate data maintenance.
- Initiate and implement enrichment activities for EOP students, in concert with EOP counselors and other student services professionals, and in alignment with campus retention strategies for underserved populations.
- Develop and maintain contact with community agencies, transfer institutions, and other EOP directors. Complete transfer verifications for other colleges' EOP offices in a timely manner.
- Prepare annual EOP Summer Institute proposal in accordance with NYS guidelines and campus priorities; oversee the Summer Institute to ensure quality experience for participants and adherence to funding source expectations and budget.
- Complete all EOP reporting accurately and on time. This includes all NY State Office of Opportunity, all NY State Department of Education, and all OCC reports (budget, semester enrollment, summer, and final reports, monthly contact/progress data).
- Collaborate with the Institutional Research & Planning office to address any discrepancies in individual operations' data. Submit interim and final reports to supervisor and Financial Services prior to submittal to NYS.
Requirements: MINIMUM QUALIFICATIONS: - Master's Degree in Educational Administration & Leadership, or related program, from a regionally accredited college or university or foreign equivalency
- Minimum of five years of related experience
- Ability to work evenings and weekends as necessary
- Experience supervising professional staff
- Experience coordinating and providing academic support (e.g. programming, advisement services
PREFERRED QUALIFICATIONS: - Five years of supervisory/administrative experience in higher education, including experience with educational support and/or college access programs, or equivalent combination of education and experience.
- Experience with grant proposal development and grant management.
- Community College experience.
- Bilingual in English and Spanish. English and other languages will be considered.
KNOWLEDGE, SKILLS AND ABILITIES: - Significant computer, database/information management and reporting experience
- Exceptional organizational, interpersonal, program assessment, and communications skills
- Strong analytic and problem-solving skills
- Excellent written, oral, and interpersonal communication skills, as well as presentation and networking skills
- A demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of college students.
