Job Summary:
Direct and supervise functions and activities in the Surgical Services unit, interpret and implement policies, procedures, standards, and regulations to personnel, patients, medical staff, and public. Assume responsibility for total patient care and observation. Perform duties in any capacity as needed.
Duties/Responsibilities:
- Consult with and keep DON and Chief Nursing Officer informed of Surgical Services activities, needs, problems, and concerns.
- Organize and direct functions and activities in Surgical Services. Interpret and implement established policies, procedures, regulations to personnel, patients, medical staff, and public. Utilize personnel efficiently and assure cost-effective utilization of supplies and equipment. Provide a clean, orderly, safe and quiet environment. Assure adequate quantities of supplies and properly functioning equipment. Demonstrate care, safety measures, and procedures. Plan and direct work routines. Evaluate unit performance and effect changes as needed to improve.
- Direct and supervise personnel. Orient, train, and instruct personnel and may participate in in-service education. May schedule hours and assign duties. Evaluate work performance and make recommendations to Director of Nursing for personnel actions such as merit increases, promotions, transfers, and disciplinary action. Address problems and concerns and maintain good employee relations. Provide counsel and guidance to staff. Direct and supervise students.
- Inspect unit regularly for compliance with department policies, procedures, regulations, standards, and take corrective action when violations occur. Maintain patient rights and compliance with hospital communications code. Assure proper maintenance of patient's medical records and confidential treatment of patient information.
- Analyze unit needs, study new trends and developments, and offer recommendations to clinical administration.
- Ensure compliance by staff with JC standards, DOH regulations and Oswego Hospital policies.
- Prepare and administer unit budgets (hours, expenses) in a timely and efficient manner.
- Plan, monitor, and implement appropriately to ensure staying within budgetary parameters.
- Prepare and administer capital budget requests through communication with medical staff.
- Coordinate unit with other nursing units and other hospital departments. Maintain good interdepartmental and public relations.
- Apply emergency protocol. Prepare incident reports. Respond to code calls.
- Maintain and care for equipment and supplies. Check for sterility, outdating, and defects and dispose of or report to supervisor as is appropriate. Remove defective equipment from use. Document maintenance and repair.
- Maintain required records, reports, statistics for administrative and personnel purposes and budget preparation.
- Maintain established hospital policies, procedures, objectives, quality assurance, safety, environmental and infection control.
- Maintain adequate reference material for use by nursing staff.
- Conduct staff meetings, attend required meetings and participate on committees as directed.
- Maintain professional growth and development through seminars, workshops, professional affiliations, and encourage subordinate staff to participate in education programs.
- Promotes a positive work culture amongst staff to ensure that they adhere to Oswego Health’s standard of behavior and promote good internal. Interdepartmental, and public relations.

Required Skills/Abilities (Unit Specific):
- Excellent and organizational and time-management skills.
- Proficiency in medication administration and practiced phlebotomy skills.
- Ability to work effectively and communicate effectively in a team environment.
- Excellent verbal and written communication skills, as well as active listening skills.
- Professionalism and business acumen appropriate for working with guests, physicians, employees and volunteers.
- Ability to cost effectively manage resources and supplies.
Education and Experience:
- Diploma from an accredited school of nursing; Current licensure in NYS required.
- Current certification in CPR required.
- 5 years or more years clinical experience in area of specialty.
Working Conditions:
- Requires frequent walking, standing, bending, lifting, pushing and pulling beds, wheelchairs and recliners in excess of approximately 50 pounds with assistance. Requires lifting, carrying, repositioning, and transferring patients using proper body mechanics.
- Attendance is required at assigned date, time and location.
- Requires following dress code per policy.
- Exposure to blood and body fluids, communicable diseases, chemicals, and infectious/hazardous materials.
- Occasionally requires assembling, operating, checking, and maintaining equipment.
- Requires attending/leading meetings as well as participation on committees as assigned.
- Actively participates in in-service programs, in Quality Assurance programs and CQI, cross training; attends all mandatory classes as required; completes unit-specific competencies.
- Occasionally requires assignments to other units/shifts as hospital needs require.
- Complies with DOH requirements for annual health assessments and required immunizations.
Pay Range: $115,000 to $120,000/annual
Employee salary is based on commensurate experience and other qualifications.
