Job Description:
Parsons is looking for a talented Deputy Project Manager to join our team! In this role, you will be responsible for overall project delivery, procurement, and field management of an OCONUS large-scale project with complex logistical challenges.
**This position requires relocation to Kwajalein Atoll.**
Job Profile Summary
Provides direction and management for medium to large-sized projects within a larger program and ensures on-schedule completion within or below budget in accordance with contractual obligations. Responsible for the scope development, scope management, and commercial performance of the project to meet project goals and objectives. Plans and defines program goals and devises methods to accomplish them; develops in-depth knowledge of client objectives, contract terms, and corporate policies. Ensures that the program's project(s) meets or exceeds goals established in these plans. Typically manages projects within a program up to $100 million in total installed cost.
Specific Responsibilities
- In conjunction with the Senior Project Manager - plans, directs, supervises, and controls the execution of all business, technical, and administrative functions of the assigned project.
- Oversees maintenance of the Project Execution Plan, Health and Safety Plan, Quality Assurance | Quality Control Plan, and other documents as required.
- Maintains the program requirements for all areas of the project and monitors the draft and final deliverables for adherence to these criteria.
- Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths.
- Negotiates changes to the scope of work with the client and key subcontractors.
- Responsible for following up on instructions and commitments associated with the project.
- Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.
- Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project.
- Provides overall tracking of long lead material acquisitions and assure tracking is always up to date with the project engineer, procurement and coordinated with the current P6 schedule.
- Works with the key project individual to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work; advises the client and company management of any such changes.
- Provides input to performance reviews and development plans for team members.
- Responsible for maintaining current and timely contract modifications and the entire scope of change control process to award.
- Promotes technical and commercial excellence on the project through application of Quality Assurance processes.
- Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule.
- Acts as the Company representative with the client and selected subcontractors during the project execution.
- Establishes weekly meeting to review project status and formulate action items in conjunction with superintendence, quality control, safety officer and project engineering.
- Performs other responsibilities associated with this position as may be appropriate at the sole discretion of the Senior Project Manager.

Skills and Competencies
- Ability to meet Parsons’ Project Management Certification requirements.
- Maintain the field accuracy of the primavera P6 schedule and its activity progression for pay applications.
- Ability to Physically Qualify and pass Enhanced Background Check for Deployment to Kwajalein Atoll as needed.
- Familiarity with the integration of engineering | technical aspects, as well as procurement and construction activities.
- Advanced leadership skills with ability to perform in a management capacity.
- Excellent written and oral communications skills.
- Master the documentation of the contract via serial letters coordinated with upper management, contracts, and legal advisor accordingly.
- Thorough knowledge of industry practices and regulations.
- Advanced knowledge of current technology and how it can be effectively utilized on projects.
- Maintain the enforcement of the environmental, health and safety program in conjunction with the safety officer particularly the Parsons drug and alcohol policy and testing required at local medical facilities.
Education and Typical Experience
- Ability to obtain a NICET IV certification at the earliest.
- Have and maintain a QCM Certificate from the U.S. Army Corps of Engineers.
- 10+ years related work experience and previous construction execution and management experience on similar or related projects and broad general technical and business background.
- Bachelor’s degree in engineering, construction management or related field (or additional years equivalent experience).
Licenses and Certifications
- Project Management Professional (PMP) preferred
