Job Description:
Parsons is looking for a talented HSSW Manager to join our team! In this role you will lead the implementation and management of the Health, Safety, Security, and Welfare (HSSW) framework across a major development program in Qatar, ensuring construction activities are delivered in compliance with international standards, local regulations, and best industry practices.
As HSSW Manager, we will provide strategic oversight of project-wide safety systems, lead multidisciplinary HSE teams, and ensure that all contractors and stakeholders maintain the highest standards of safety, security, and workforce welfare throughout the project lifecycle.
What You’ll Be Doing:
Lead the development, implementation, and enforcement of project-wide HSSW strategies, policies, and monitoring systems in line with regulatory requirements and international best practices.
Develop and oversee Project Health, Safety, and Environmental Plans (PHSEPs) and ensure compliance with ISO 45001 and ISO 14001 standards.
Manage multidisciplinary HSSW teams including HSE engineers, safety officers, welfare inspectors, and security coordinators across construction packages.
Conduct and oversee site inspections, audits, and safety reviews to ensure contractors comply with safety procedures and regulatory requirements.
Manage incident reporting and investigation processes, including root cause analysis for accidents, near misses, and non-compliance events.
Ensure implementation of corrective and preventive actions and track closure of all safety-related issues.
Act as the primary interface with local authorities and regulatory agencies on HSE compliance matters.
Develop and monitor site security plans, emergency response procedures, and crisis communication protocols.
Ensure contractors meet labor welfare standards, including accommodation conditions, medical access, rest areas, potable water, sanitation, and other statutory welfare requirements.
Lead safety awareness initiatives, training programs, and emergency drills to strengthen the project’s safety culture.
Monitor and analyze HSE performance metrics and KPIs such as LTIR, TRIR, and near-miss reporting.
Prepare and present monthly safety performance reports, dashboards, and compliance summaries to project leadership and client representatives.
Support project leadership by ensuring that HSSW requirements are integrated across construction activities, contractor operations, and project governance processes.
What Required Skills You'll Bring:
Bachelor’s Degree in Engineering, Safety Management, Environmental Science, or a related technical discipline.
NEBOSH International Diploma or equivalent professional HSE certification is mandatory.
ISO 45001 Lead Auditor certification (Occupational Health & Safety Management Systems) is required.
Certifications in ISO 14001 (Environmental Management), OHSAS 18001, or related safety and security standards are desirable.
Minimum 15–20 years of progressive experience in construction health and safety management.
At least 5–7 years in a leadership role on major infrastructure or development projects.
Proven experience working within client-side or PMCM teams in the GCC region.
Strong expertise in HSE management systems, safety audits, risk assessments, and regulatory compliance frameworks.
Demonstrated experience managing large multidisciplinary HSE teams across complex construction environments.
Strong knowledge of incident investigation methodologies, root cause analysis, and corrective action management.
Experience coordinating with regulatory authorities and government agencies on HSE compliance matters.
Strong understanding of construction site security systems, emergency response planning, and operational safety management.
Experience monitoring and enforcing labor welfare standards and contractor welfare compliance requirements.
Proven capability in developing and delivering safety training programs, awareness campaigns, and emergency preparedness exercises.
Strong analytical skills to track and report HSE performance indicators and safety KPIs.
Excellent communication and leadership skills with the ability to present safety performance reports, dashboards, and compliance updates to senior stakeholders.
