Job Description:
Parsons is looking for an amazingly talented Contracts Manager - Compliance to join our team! In this role you will get to be part of a major Program Management Office in Riyadh, responsible for monitoring, measuring, and enforcing contractual compliance of PMCMs, consultants, and contractors across a large-scale program.
Key Responsibilities
- Monitor and report on contract compliance with scope, deliverables, schedules, milestones, KPIs and reporting.
- Develop and maintain compliance dashboards, trackers and KPI scorecards for obligations, securities, guarantees, bonds, insurance, notices, variations and claims.
- Prepare regular and ad hoc compliance reports, highlighting non-compliance, risks and recommended actions.
- Coordinate with site and PMCM teams to identify non-compliance, agree corrective measures and follow up implementation.
- Advise project teams and Client representatives on contract requirements, performance obligations and risk allocation.
- Review contractual correspondence and documentation to protect Client/Parsons’ rights and ensure timely notices and responses.
- Ensure variations, instructions and directives are issued and managed in line with contract provisions; advise on entitlement and valuation of time and cost claims.
- Maintain trackers for changes, early warnings, claims and related correspondence.
- Advise on compliance with KSA Tender and Procurement Law and other applicable regulations.
- Support audits and ensure PMO practices align with Client protocols, Parsons procedures, laws and ethical standards.
- Support performance reviews of consultants, contractors and PMCMs, focusing on KPI compliance.
- Recommend improvements to contract and compliance processes and support standardized tools and templates.
- Promote a culture of compliance and ethical conduct and maintain strong interfaces with Design, Construction, Engineering, Procurement, Commercial/Cost and Legal.
Required Qualifications & Skills
- Minimum 10 years’ post qualification construction industry experience with strong contract administration and compliance exposure on major projects.
- Experience in infrastructure works and/or large multi-package programs.
- Bachelor’s degree in Quantity Surveying, Construction Management/Technology, Civil/Infrastructure Engineering, Architecture or related discipline.
- Strong ability to interpret complex contracts and understand legal/commercial implications of project decisions.
- Proven experience in contract administration, compliance monitoring/reporting and supporting audits/governance reviews.
- Strong analytical and critical thinking, with objective assessment of entitlement, risk and compliance issues.
- Excellent English (spoken and written) with strong drafting skills.
- Solid understanding of legal and contractual principles in construction and infrastructure projects.
Desired Qualifications & Skills
- Professional membership (e.g. RICS, CIArb or equivalent).
- Knowledge of standard forms of contract including FIDIC and relevant regional/international forms.
- Experience in a commercial/contract role with a Grade A contractor, major consultant or PMCM, ideally within a PMO or large program.
- Strong client-facing, presentation and documentation skills; high attention to detail.
- Proficiency in MS Office and familiarity with contract management/document control platforms (e.g. Aconex, ePM).
- Arabic language skills are an advantage.
- Demonstrated integrity, sound judgement under pressure, drive for results and strong governance/compliance focus.
